As we are voting for belts and ranks on this site, what would be the norm for a minimum time between the different belts?

In Norwegian Taekwon-Do Federation we follow the guidelines as described in the encyclopedia.
Depending on how much one train, but for the average:
Edited, came a revision on time a few years ago. And added some more information.
12 months with minimum 80% attendance on black tag to black belt. Minimum 14 years of age.
24 months with minimum 80% attendance to 2 Dan. Minimum 17 years of age
24 months with minimum 80% attendance to 3 Dan. Minimum 20 years of age
36 months with minimum 80% attendance to 4 Dan. Minimum 25 years of age.
Etc.
And of course participation in instructions, courses, winter/summercamps are mandatory. Participation on IIC or ITC between will be eligble for one "discount" between.

At Rayners Lane Taekwon-Do Academy, we use a system based not just on minimum times, but also a points based system where they have to earn a minimum number of points (as well as having done the minimum time). Points are accrued via training, each class earns them 2 points, unless they are late, then they only get one.
So it works like this:
- Starting at 10th kup, up until earning 4th kup, a student needs to have 50 points and have completed 3 months minimum time between each grade
- From 4th kup, to 1st Dan, students need to earn 100 points & have 6 months minimum between grades
- From 1st to 2nd degree a student needs to have 400 points and a minimum time of 2 years as a 1st degree
- And so it continues. Each dan grade minimum time is based on the grade they will be going for next ie. from 3rd to 4th Dan will be a minimum of 4 years and that equates as well into points, with someone going for 4th Dan needing to have accrued 200 points for each year, so would need 800 points as well to grade.
This system ensures that no matter how long a student takes to grade, they have actually done the minimum time IN TRAINING, as opposed to just time only.
As a side note, as they get higher up the kup grades and have Dan grades, very few grade at the minimums.
Finally, for the Kup grades, we have different levels of passes (as well as fails) and the lowest pass mark is an 'L' (low level), but if a student gets that, then subsequently gets an 'L' at their next grading, they automatically fail. Its a sort of quality control measure.

I like the system. Who keeps track of points? The students or the instructor? And what are the requirements of documentation of points?
I see a challenge in keeping track of all the students. Do you have a online program for the instructors to help with logistics of points?

I use a excel spreadsheet to keep track of the points, I just fill in the register after class and carry the points over each month. I guess, for those techy minded they could do it another way (students logging in via a Ipad when they attend class etc.)
The only real requirement is that students train... miss classes, miss points, gradings take longer. The points system is all about ensuring they train. Or is that not what you are asking?
The other requirement I didn't mention in my original post, is that students of course have to know their current and previous syllabus requirements at a good standard before we allow them to grade. If its not there, I will tell them and not let them grade anyway, no matter the points or time, as they would simply fail anyway.
The only real requirement is that students train... miss classes, miss points, gradings take longer. The points system is all about ensuring they train. Or is that not what you are asking?

10 kup white belt - 2 months
9th kup thru 5th kup - 3 months
4th kup thru 1st - 4 months
for black belts
1st - 2nd degree requires 2 years
2nd degree to 3rd requires 3 years
3rd to 4th requires 4 years
4th to 5th requires 5 years
5th to 6th requires 6 years
after 6th dan the requirements generally seem to relax on the # of years required and they look at how much you are teaching and what you're doing for promoting the art too. We only had a handful of people who reach 6th dan, and far fewer who made 7th. Until a few years ago we only had a few reach 8th dan under our school's founder, a 9th dan. He then promoted two (my instructor being one) to 9th dan and stepped down from leading our organization due to health reasons.
There have been a few who promoted a little faster due to exceptional skill and dedication, but most take the minimums if not a bit longer.

Gup Ranks (9th - 1st Grade) 6 Month Minimum Time in Grade
Also, grade level promotions may allow for two grade improvements per promotion.
Average time in rank is approximately 4 years to Black Belt
1st-2nd Degree: 2 Years
2nd-3rd Degree: 3 Years
3rd-4th Degree: 4 Years
4th-5th Degree: 5 Years
Promotion to 6th Degree and above have been meritoriously awarded at the discretion of the Kwan Jang. They are usually granted when the time in rank has been achieved. so 6th Dan would usually come approximately 6 years after receiving 5th Dan, etc.
We used the original 20 Chang Heon Hyung so the curriculum is generally maxed at 5th Dan testing. The additional Hyung may be added based on external organizational requirements or as necessary for competitions.

Dan grades are based on years of the next belt. ie 2nd Dan to 3rd Dan is 3 years (144 sessions)
Grading is invite only for all grades. If they are not ready, we wont invite them

Kwon Bop Do Tae Kwon Do Federation we require time, attendance and attitude. 10th - 4th gup 3 - 4 months on average 3rd - 1st Dan 6 mths between grades 2nd Dan min age 16yrs and 2yrs from 1st Dan then the years for each Dan 3 for 3rd, 4 for 4th etc. We have 6 locations around Sydney and some students and Black belts / instructors train 2 or 3 sessions per night 4 - 5 days per week they obviously advance at a slightly different rate to some others.
All 4th gup and above must attend bi annual training camp and combined sessions and 2nd gup and above must attend a number of training sessions with myself at the Dojang Head Centre before attempting the next level, we do not hold open gradings as some may do they are tested and approved to attempt the next level.
Master levels are also based on what they are putting back into the Art and to the students of the System and Community as a whole.
